Retrying does not always work. For several of these errors the WhatsApp ecosystem refuses to deliver the message no matter how many times you try. In those cases the only thing that reopens the conversation is the person writing to you first, or reaching them through another channel.
The 24-hour rule
You can message a person freely only during the 24 hours after their last message. After that, the window closes and you can only resume with a Meta-approved template. Even then, WhatsApp may choose not to deliver that template if it considers it irrelevant or too frequent.
Most common cases
WhatsApp blocked the message to protect the user experience
What it means: WhatsApp chose not to deliver the message (usually marketing or re-engagement) to avoid overwhelming the person. It is a Meta ecosystem safeguard.
What to do: Retrying does not help. Wait for the person to message you —that reopens the conversation— or reach them through another channel. For re-engagement, send genuinely useful, personalized messages, not repeated generic greetings.
More than 24 hours passed since the person's last message
What it means: The window to message freely is closed.
What to do: Resume with a Meta-approved template, or wait for the person to message you.
The person has no WhatsApp, blocked you, or the number is wrong
What it means: The message cannot be delivered to that number.
What to do: Check that the number is correct and on WhatsApp. If they blocked you, there is no way to deliver the message.
The account was limited for possible spam
What it means: WhatsApp restricted sending because it detected a spam-like pattern (many unsolicited or low-quality messages).
What to do: Reduce mass sending and improve message relevance. The limit lifts only as the account's reputation recovers.
Payment method or billing problem
What it means: There is a problem with the payment or billing setup of the WhatsApp Business account.
What to do: Review the payment method in Meta Business. Until it is resolved, WhatsApp will not deliver messages.
Problem with the template
What it means: The template is not approved, has mismatched variables, was paused for low quality, or disabled for policy reasons.
What to do: Use an approved template and check the variables match. If it was paused or disabled, create a new one: that one will no longer deliver.
Attachment error (image, audio, or document)
What it means: The file could not be uploaded or read.
What to do: Check the file exists, is not too large, and (if a link) is public. Then send it again.
Temporary WhatsApp error
What it means: A temporary problem occurred in the WhatsApp service.
What to do: It usually resolves on its own. Try again in a few minutes.

- WhatsApp may not deliver a message even when the number is valid: for example, if more than 24 hours passed since the person’s last message, if they blocked your number, or if Meta chose not to deliver a marketing message to protect the user experience. In that last case, retrying does not help.
- If I retry the send, will the message arrive?
- It depends on the error. For temporary, attachment, or template problems, retrying after fixing the issue can help.
